“WE, LEADERS should look after the general welfare of the family as the basic unit of society,” reminded Mayor Dante Dexter A. Agatep at the culmination event of the National Children’s Month on November 30, 2023 that also echoed the concerns of the recent National Family Week.
Speaking before a crowd of child development workers, day-care teachers, and newly-appointed barangay secretaries at the Natalged a Lasam Arena, the Local Chief Executive cited their important role as front-liners in ensuring overall well-being of his youngest constituents.
Mayor Agatep commended the stewardship of Municipal Social Welfare and Development Office, headed by Mrs. Nenita D. Macaspac, RSW in carrying out wholistic projects, programs, and activities for the development of Lasameño children. Towards this, the mayor also made a call for stepping-up collaboration with the Municipal Health and Nutrition Offices.
As Legislative Chair of Committee on Family, Women and Social Welfare, SB Lilibeth Barut del Rosario highlighted the crucial, heroic roles of mothers in raising the young and in the upkeep of the Lasameño family.
There was a video presentation of the MSWDO- and MHO-led activities for the observance, afterwhich the winners of the Kwelang Pamilya Lasameño photo contest were awarded. The winning photo is at the top.
During the occasion, Municipal Local Government Operations Officer Reenie Heidy C. Tollo revealed that LGU-Lasam is in the running for a national recognition as a Child-friendly Municipality, after it was recently conferred the regional recognition.

Focal Person for Children and Youth Gerlyn R. Yang, who also facilitated the program, led the Panatang Makabata.
Led by the Municipal Health Officer, Dr. Lorelie R. Remando, the respective focal persons of the Municipal Health Office (MHO) services reported on their year-round projects, programs, and activities (PPAs) citing their recent accomplishments, in the meeting convened by Mayor Dante Dexter A. Agatep on September 4, 2023.
Among the priority agenda during their earlier meeting were the findings of the Department of Health (DOH) regional and central offices on the Municipality’s Health Compliance and Responsiveness metrics, which are also the performance standards for each of the functionalities of the MHO.
LASAM-WIDE BLOOD SMEARING. One recent accomplishment of the MHO was the completion of Blood Smearing in all 30 barangays. This not only allowed them to conduct blood typing but also detect communicable diseases afflicting residents.
TB DOT. The challenges in detecting tuberculosis cases in the municipality was reported by JM Salva, Focal Person for TB-HIV. The actual number of TB cases is not easy to establish with the stigma attached to the disease. Although, the DOH-directive on direct observed therapy (DOT) is conscientiously being administered among confirmed TB patients.
OPERATION TULI. The Operation Tuli per barangay, within the school break, was also just concluded with some 250 newly-circumcised boys.
NUTRITION SHEPHERDING. Municipal Nutrition Action Officer Kjara Bernadette Agatep reported on the Municipality’s nutrition programs, more importantly nutritional supplementation among pregnant women and nutritional shepherding through the Barangay Nutrition Scholars. Towards this, Lasam has just recognized best nutrition program implementors among its barangays.
FAMILY PLANNING, VACCINATION. Both of these two concerns are a major preoccupation of their respective focal persons. The Municipality has just sponsored beneficiaries to free tubal ligation and pregnancy ultrasound as part of the DOH Region 2 Family Planning Caravan. Required vaccination for the young and senior citizens are continually being conducted.
WATER SANITATION. It was reported that while the ratio of pump wells to the population of some barangays needs improvement, there is a growing popularity of filtered, potable water from water refilling stations. The Mayor then instructed the Water Sanitary Focal Persons to closely monitor the booming water refilling business in the Municipality.
ON DISPENSING MEDICINES. Pharmacy Focal Person Hazel Pastor reported on fast moving medicines to which Mayor Agatep and Budget Officer Jose Rebultan, Jr. said only these should be well-stocked and that the Pharmacy could only provide part of what is prescribed in some instances.
The meeting was also an opportunity for the Local Chief Executive to address other concerns in the entire MHO. The Mayor reiterated the importance of collaboration within the department, proper reporting protocols, and observing the chain of command.
A week later, the contingent returned to the Mayor’s Office, this time to defend the Municipal Health Office budget for 2024, before the Finance Committee. One of the budgetary considerations for next year is the devolution of the purchase of some medical supplies.
In both meetings, Mayor Agatep underscored the mandate of the MHO and its functionalities. And that his administration is duty-bound to ensure Lasameños’ access to health services every way the Municipality is capable of.

The Local Government of Lasam has just been awarded the Seal of Good Local Governance (SGLG) for 2022 by the Department of Interior and Local Government (DILG). This is the first time that the Municipality of Lasam, under the leadership of Mayor Dante Dexter A. Agatep, has satisfactorily met the metrics of excellence in local governance.
For a city, province, or a municipality to earn the SGLG, it should get satisfactory ratings in the following areas: Financial Administration; Disaster Preparedness; Social Protection and Sensitivity Programs; Business Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; Health Compliance and Responsiveness; Programs for Sustainable Education; Tourism, Heritage Development and Culture and Arts; and Youth Development.
The officials and staff of the Local Government Unit of Lasam are ecstatic and sentimental after learning they have clinched the award. The quest for SGLG entails thorough evaluation of records, reports, and other necessary documentations. Upon the instruction and motivation of Mayor Agatep, the respective heads of LGU-Lasam rallied together with their staff to prepare the requirements for evaluation and validation by the DILG, ensuring compliance with the specifics of the criteria mentioned above.
Rodel Urian, Head of the Municipal Planning and Development Office (MPDO), is particularly proud of this honor as his office is in charge with the orchestration and implementation of major LGU projects that are responsive to the needs of Lasameños, based on the Natalged a Lasam Goal Pillars, and aligned with the DILG programs. "I only half-expected this," he said grinning from ear to ear. The other department heads share the same sentiment, including the barangay chairmen, who are doing their part in good local governance and public service.
Mayor Dante Dexter A. Agatep has expressed his jubilation for Lasam being awarded the Seal for the first time and immediately congratulated and extended his gratitude to all Lasam-LGU officials and employees who have contributed to this accolade.
Cities, municipalities, and provinces aspire to earn a Seal of Good Local Governance for validation of their excellence in public service, and for the additional budgetary allocation an awardee stands to receive to be used for qualified projects and programs to benefit their constituency.
From the DILG list of SGLG awardees in the municipality category, Lasam is included among the 10 municipal awardees from the province of Cagayan. The other nine are Alcala, Allacapan, Calamaniugan, Gonzaga, Iguig, Lallo, Sta. Teresita, Sanchez Mira, and Solana. #
